I'd say it means nothing. It's not natural to stare someone in the eyes all the time in most situations, the eye shift breaks this tension. Girls are not as tall as you, therefore your chest is among the nearest options to look at, it's in front of their faces.

Trust your intuitions, when it comes to evaluating tension, instead of being overly analytical. And if you are really interested yourself, you should make a move anyway, without waiting for signals.

Sometimes people feel uncomfortable holding eye contact the whole time, it's less rude than looking around the room. That's my guess. Or could be nervous and looking away for a sec. I'm a girl and wouldn't be surprised if I did it but again that means it means nothing.

Don't fixate on these little things! They are just a waste of time! If you like her then make a move, if she likes you back then things will progress very easily, if she doesn't she will keep you guessing. And don't narrow your universe to just colleagues!
