Ask him to do a small thing or a small opinion... like take a photo of you... or what's a good coffee drink at this place. When that's wrapping up, quickly ask a small open-ended question like "I'm from [country], have you ever been there?" ... If he thinks you're cute and he's available, he'll keep the conversation going.

Give them an opening to affirm consent to engage. Any self aware man who’s paying attention to the world and state of (often toxic) masculinity (see man or bear?) may well not make the “1st move” with the knowledge that men (and their advances) often feel threatening to women, many of which, may not welcome any interaction at all. Break the ice by notably catching their gaze followed by a subtle smile or shy look down, or speak to them directly with a simple easy common question (excuse me but might you know where _______ is?) but then follow up with something that opens the possibility of further engagement (thank you or no worries + comment about the damn weather or something slightly more personal or specific they can comment on, or perhaps another question they can easily answer / expound on). This implies consent and gives ample opportunity for them to engage.

Women in the US force men to be the chaser and sometimes just to be able to turn them down. To the point we all eventually loose perception of our actual attractiveness, or began to feel we are just that boring. Want to get dates here? Its pretty easy just be the only woman in this country that flirts first, or gives compliments. You will have to be a little obvious as we are not used to this at all. But as long as you come off a genuinely interested and not just trying to get some you will be fine. Will it work every time no of coarse not. But it will catch you more dates then waiting for some magical moment where a man catches your gaze, walks up to you, then says and does nothing wrong (seems to be what women in America wait for). As with everything there are always different perspectives, and exceptions. But this is from my personal experience as an American Male.

Be easy in the first 2 min, after you chose how easy. But at the beginning dont make it unnecessarily hard, most guys are a little nervous at that point.

It depends of the guy. Some are more o less shy. If a guy doesn't show interest on you it doesn't mean he doesn't like you, maybe he is shy. What I would do is to try to talk or putting it simple: he has to notice you like him because sometimes we(men) are not very good identifying no verbal communication.
