Interesting how the actually violent guy was bounced from the program, due to being deemed not to be a terrorist but in need of mental healthcare- yet he never got said care. CONTEST is the United Kingdom's counter-terrorism strategy, established in early 2003 in response to the events of 9/11. CONTEST is composed of four core strategies: Prevent, Pursue, Protect, and Prepare.

PREVENT is the most controversial of these strategies as it includes a positive duty (Prevent duty) on specified authorities in education, health, local authorities, police and criminal justice agencies (prisons and probation) to help prevent the risk of people becoming terrorists or supporting terrorism. Specified schools, universities, hospitals, local councils, and other institutions are required to refer to the police anyone who may be drawn to terrorism, even though these individuals have not committed a crime.

Anyone referred to PREVENT will experience life-changing impacts, including loss of employment, stress, anxiety, financial burden, as well as uncertainty around privacy and personal data protection. These magnitude of these risks were so unmitigated, Amnesty International produced a scathing review of the impact of PREVENT on human rights (“This is the thought police: The Prevent duty and its chilling effect on human rights” Amnesty International UK, 2023).

However, PREVENT has morphed from its intended anti-terrorism focus, to increasingly focus on the impact of the "manosphere" on young boys, teenagers and young men. This shift gained momentum around mid-2024, particularly in response to the feminist narrative promoting men’s rights forums, online communities and influencers like Andrew Tate, as extreme right-wing domestic terrorists. The Netflix drama Adolescence, released in early 2025, has further inflamed anti-male rhetoric by suggesting the fictional journey of a young boy drawn into the manosphere, is based on true-to-life events (debunked).

In response to these concerns, the UK government introduced new guidance for schools. These includes updates to the Relationships, Health, and Sex Education (RHSE) curriculum (2020), the latest of which are expected to be implemented by the end of the 2024–2025 academic year, and intended to promote allegedly “healthy relationships”, empathy, and respect, while countering harmful ideologies associated with the manosphere. Additionally, teachers have been provided with training to identify early signs of radicalisation related to incel culture and misogyny, with referrals to the PREVENT programme encouraged in severe cases.

Predictably, the education sector is largest source of referrals to PREVENT, accounting for 40% of all cases in the year ending March 2024. Is amazing how easily terrorism laws providing authorities extraordinary powers over the population of the UK, were turned against men and boys who dare to talk about men’s rights, with the supervision of feminist women.
