Lets say there is a global hotness scale for the sake of my question. So a 7 in a average place like San Antonio is still a 7 in San Diego, even though she might be in the lower half of hot girls in San Diego.

If all I really care about is getting global 7s with good personalities is it better to search for them in places where there are a lot of beautiful women like San Diego, Austin, LA, since they were not the most beautiful girls growing up in school and locally and are potentially not as picky?

Or is it still better to go to a place with an abundance of average women since purely by the numbers there are more potential 7s to date?

On a mirco level I could imagine approaching the 7 in a group of 8s and 9s would be easier than approaching a 7 in a group of 5s and 6s.
