I'm glad you clarified this because it depends a lot on how things are going and how he invites her home. If they're in the middle of making out and he winks and says let's take this party back to my place, and she agrees without asking questions, then yeah, it's probably on. If they've been having fun and he says he has Batman on bluray with exclusive Christian Bale commentary and we must go watch it now, that is more saying "I'd like to hang out in a more private setting" without the direct implication of "let's have sex." Not to say the second scenario doesn't often lead to sex, but if you are going to be indirect about your intentions, you can't complain when she says thanks for the snacks and leaves.

Ideally she shouldn't for her own safety, but she shouldn't be criticized if she does, and it does not absolve the man of any responsibility if he forces himself onto her in any way.

First, if a man is asking a woman to go out with him somewhere, the woman KNOWS he is sexually attracted to her. If she doesn't, she is a complete moron and should not be going anywhere with anyone alone. She doesn't need to date; she needs to be institutionalized.

When grown-ups who are making out go back to somebody's home, the assumption is that they are doing so to have grown-up sex. When one of the two grown-ups involved doesn't want to have sex but knows what the normal assumption would be, that grown-up really ought to not lead the other grown-up on, then feign some kind of stupid-ass plausible deniability, "OMG! You thought we were going to have sex!? You're such a creep! I just wanted to see your aquarium!"

She probably shouldn't but ultimately it depends on a lot of context.

For example, what's the nature of their past friendship. What's the nature of the invitation out. Whether either of them has made anything about their expectations clear.

That's just a few I could think of off the top of my head.

No. It's going to go one of two ways, he invites her into his bed, she says yes and feels bad or he invites her into his bed and she says no and they both feel bad.
