It seems like you already know what to do. But here's a couple of suggestions about how to go about it:

If you like her and want to continue the relationship, sit her down and explain - calmly and rationally - that part of the reason you got into a relationship in the first place was for sexual intimacy. If she's not willing to provide that any more, particularly after having already allowed for a sexual component to the relationship, then you won't be continuing to see her.
If you don't particularly care what she thinks one way or the other, wish her the best of luck with the abstinence plan and tell her she can give you a call again when she's past it.

Then, when this relationship ends, buy a fleshlight or something to help prevent yourself from getting into this situation again.

6 years here; after a while I really stopped giving a shit about sex and don't really see it as worth the trouble anymore. I know a lot of people would consider that pathetic/weak, but I'm pretty happy and content with things being like this for now.

Tell her that sex is important to you in a relationship and you see no reason to practice abstinence. If she still doesn't let you fuck and you've only been dating a few weeks just go no contact. If you've dated a month or more tell her in person it isn't working out, you don't see a future with her, etc. The reason for this is that if she can tell other girls she dated you over a month and you went no contact it looks bad. If it's only a few weeks you can always tell future girls that the two of you were only together a few weeks tops and future girls will likely shrug it off as no big deal.

I wouldn't dump her if I could still get sex once in awhile. But the big spending is a problem. I had many short term relationships like this but I never spent much money. There are a lot of things you can do that are fun and CHEAP. I would have them over to my place for home cooked meal or BBQ or go to their place. Never out to dinner at a restaurant more than once a week, more like once or twice a month and I got pretty good at finding small cheap places that had good food so never more than around $50 total (including tip). I think in 35 years of involvement with women I bought jewelry maybe twice and it was fairly inexpensive artsy type stuff. I rarely took a woman to the movies, some women a couple times, some not even once. I am a life long movie buff and absolutely HATE watching movies with women, so aggravating when I am 100% absorbed and they are munching popcorn, talking when they shouldn't, etc.

You have your own place, not cohabitating? good, still MGTOW. You don't have to answer the phone every single day!! Don't see her more than a couple times on weekdays and limit it to one day on the weekend. DONT rationalize with her, women change their minds on a daily basis, I learned to ignore this. I never really "needed" a woman for companionship, just sex, and I was always nice to them. For some reason my independence turned them on for awhile but they would always tire of it when they realized I was permanently "emotionally unavailable" then dump me, usually 3-6 months. But I managed to get a lot of sex for cheap. Was I a bastard just using them? maybe. Don't know and don't care.
