Austin, New Orleans, Miami are all good night life places in the US. If you want to stick to places that speak English but are more exotic Costa Rica they speak it in the tourist areas. Belize is English speaking, the place is fun and cheap but not really a 'night life' place. SE Asia is fun, but English is a big issue...

Sounds like you're asking about America.. which may not be the best choice anyway, but if you are here, remember that "conservative" states are full of horny girls and America doesn't have much of that virgin for marriage culture if you're on the streets, in the bars etc.

However, right now it's only the "conservative" states that are chill about masks and isolation so they are the best to be social in anyway... Texas, Florida, Nevada, lots of "rural" states have big cities but aren't covid Nazis. Avoid the big left wing spots like California, Virginia, New York... even downtown Chicago is getting bad.
