If breasts are not seen as sexual parts of the body then they can be shown in public like any other non-sexual body part. But this would also mean it is not sexual assault to touch them, just like a man cannot claim sexual assault for a woman touching his chest.
I think we need to put people under brain-imaging scans and see how gay men react to a shirtless guy vs how straight men react to a shirtless girl. As a gay man I find a shirtless guy to be quite an attractive sight, but I don't know how it compares to straight men seeing shirtless women.
