While I will take anything from the "Korea Times" with a hefty amount of salt this could well be true. The sad part is that this is how democracy dies. Does nobody see the issue with this? I mean what if you like one candidate on a "ticket" but dislike the other?

This is a way to force a specific group of people into a power position and it completely ruins the credibility of people from this group. I mean would you trust a person who got to the position they are in solely because of a legislation to make it so?

It is not the job of the government to be a superficial mirror image of the population, in fact this was never the point of our democracy. It is the job of the government (local and state) to handle the administration of the country. It is their job to listen to the population and take that into account when deciding on policy.

The thing is though that when you are in that position you are also a leader and as such should remain impartial and rational. If you make a legislation specifically intended to introduce people because of their supposed partiality towards certain issues you ruin this completely.

From a gender perspective I don't really have a problem with this, or quotas as a whole. As long as they are designed in a gender-neutral way (ie will kick in for men automatically if women start going over 50%), I don't see the problem.

From a democratic standpoint this is a disaster.

I'm kind of OK with this. While there haven't been any laws preventing women from running for these offices or from people voting more women into them in a very long time, the fact remains that women make up an unusually small percentage of our elected officials in the US.

Under 20% of Congress members are women, and for state elected officials the average is around 23%. It shouldn't be that low when women are over half of the population.

A big part of the reason is that society just isn't as used to women running for elected offices. There are a lot of people out there who just trust men to run things more than they trust women, because women are something of an unknown factor.

This is a rare situation where a temporary measure of affirmative action would make sense. A permanent requirement of 50% male 50% female would be a bad idea, but some temporary measures to even things out a little would do more good than harm, especially if it's limited to local elections.
