Weak. The only way to correct these policies is to take significant money from them, as cases that actually go before a jury does. Settling for such a weak amount harms not only the victim ("John Doe") but also every future victim.

That the school paid off the offender 55x as much is offensive.

If she waits 2 years to come forward, strenghtens her story because emotions. If she admits she lied initially, it strengthens her story because she "found the courage to come clean." If she invents a person who doesn't exist, and 5 other people, then lies about what her friend's did, it's all good, because irrational behavior is a sign of trauma. If she carries a fucking mattress around campus, it must mean she's telling the truth, because fuck you, that's why.
