College's fault for not providing adequate facilities. Forcing the female to use the male's restroom.
It's not his fault the female restroom reached maximum occupancy.
Her "emergency" is not a higher value than his "emergency to use the restroom.
There is no student guideline policy for this in any student handbook

I'm thinking the best thing to do is to just avoid any confrontation and just walk away from using the bathroom, but being my ill tempered self I might not just walk away. I'm thinking in the future if such events happened, either start recording everything on my phone for evidence, or start calling the authorities, making an official documented report and having the authorities involved right on the spot.

I think this shows that contrary to what feminists might claim most women don't want Unisex bathrooms. And if they do implement them, they'll have to get rid of urinals. Which is true. It is not true if the genders are flipped though.

The woman that initially went into the male restroom could not know for certain it was empty, and so could have done the same thing to any man in there (opposite sex invasion where genital be a flappin').

This stuff is so internalized to me that unless I was going to have an accident, I wouldn't have even thought twice and just would've walked to another bathroom. That is partly down to having "women are more important than you" drilled into my head since my earliest memory. I would probably subconsciously think "yeah that woman has more right to my bathroom if she is in dire need". A lot of men here have postulated the opposite scenario, imagine if a guy took over a woman's bathroom. I'm fairly certain that a large % of women (my guess around 75%) would have reported it to security or made a huge scene over it. Then the devious shitter would have been reprimanded on some level.
