Part of the problem is that many links aren't even making it to the What's Hot page because they get too many downvotes as soon as they are posted. What we really need is more Knights of New, people willing to go into the /new/ view and vote.

I won't tell people how to vote, but, as long as they vote in /new/, we should be able to get more legitimate links past the downvote squads.

There isn't anything mods can do about downvote squads, but there is something you can do about it.
