She wasn't exactly a criminal mastermind as she sent proof of her guilt out to many people on many occasions. Even so the "investigation" took nine months. Essentially she had vast levels of entitlement assuming nobody would care she broke the law, and she was more or less proven correct.

To be fair as a nurse having your license revoked is a huge deal. You can never get it back and will most likely follow you to any other state you move to. The amount of blood sweat literal tears and money it takes to earn those licenses is not insignificant. It’s one of the most damning things you can do to a medical professional. I have heard of nurses nearly killing their patient with a mistake and not loosing their license.
