Option #2: Challenge her by saying you think maybe she's not old enough for you, and your rule is you only date girls over 18.

Option #3: Straight honesty: simply state your intentions and your apprehension. State that you're interested in her/find her sexy or cute, and state that your worry is that she might be underage.

I prefer option #2.

Take her somewhere where you have to be 18 to get in, like an 18+ dance club or something. Say something like:

"hey, lets go to X place, it'll be really fun. It's 18 and over to get in, you have your ID right?"

good luck, also, just because she's 17, doesn't mean you can't fuck her, in most state, if her parents don't press charges it's not an issue. So you can always just meet her parents before you fuck her or ask her what her parents stance is on her having sex.
