You know, mate, I had this problem, and still do some times. I found one opener I really like: stand up, stand in front of her (unless she's sitting next to you ofc.) and say "Hey, I got a question for ya - I saw you and I wanted to talk to you, but I have no idea where to start. So, tell me, what should I talk with you about?" Pretty much leaves you with a lot of room for navigation, even if she doesn't know, you can say "Well, what brings you to this store/city/whatever?"

You might not know what to say after 'hi', in which case it's going to be awkward. Oh well.

i would have said something about the girlie mag. "So what's the latest scoop on brandgelina?" "Is that where you get your dating advice?" i dunno, anything about the mag, or her red hair. i once asked a redhead what shampoo she uses, then suggest she use strawberrry. then i said she could use vanilla body soap and she'd be a dessert. but yea most likely i'd say something about the magazine.

You know the answer to this question. Talk to her, open the mouth, let words flow, you're not stupid are you? Then there is a reasonable chance you say something she finds interesting or better yet that you say something that she finds interesting in herself. Go from there. Small talk in a library is just that, small talk. I believe your thinking end game too much which would make this situation difficult because its nearly impossible to go from library magazine reading to library bathroom fucking. Turn on the charm and open your mouth.
