I used to be that guy. You've gotta get up really close to his face, start talking to him, look into his eyes, keep talking but slower and softer, look at his lips, and basically plant your lips on his. You'll win big points in his book if you do this. Actually, any guy's book, if he already likes you.

EDIT: oh, and you can't go half way. Three years ago, I literally had a girl invite herself to my room at 2am, she started lifting her dress up, and I still did not make a move, she ended up having to leave after a while because I was clearly not brave enough to make a move. You have to do the entire escalation yourself. Guys do not have an anti-slut defense against girls they like.

Second, realize that (and is earth-shattering), you can make a move even though you have girl parts. Wow. Seriously.

I'd say be bold and direct in this case. He might not have had any experience in these kind of situations, which is fine. If you do something direct like hold his hand, or hell, even go in for the kiss, he might react positively. Testing the waters isn't a bad idea.
