You want to avoid telling her directly, "Yes, I'm seeing someone else." If you've been seeing her for a while and have no intention of taking things to the next level, a clear Yes is like a recording in her mind. She can no longer deny to herself that you are seeing other people. Her friends will ask if you're seeing other people and she'll have to say yes.

Instead, I would recommend one of two things: joke it off or answer her like this:

"I'm not ready to be exclusive, if that's what you're asking. Until then, what you do is your business and what I do is mine." She may say she needs to know because it's a health/std issue. Tell her you are not having unsafe sex with anyone.

If you want to joke it off, there are plenty of options. People in this thread have already listed a few.

"Oh my god, is this a marriage proposal?!"

ALWAYS say yes. Yes you are seeing other girls. You have options, man. Realise that when you say that you get her hamster going. In hyperdrive. She will be weighing so many things in her head, like 'how many?' or 'should i leave him now?' or 'are they better in bed/prettier than me?'
