seeing as it is a volunteering form, they are probably relating to battered women's shelters. Because there are virtually none of these for men, they wouldn't put those on their forms. the fact that there are none for men is not the fault of this volunteering agency that you seem to be involved in. It is unfortunate, yes. but not their fault. that's why they didn't include it and that's why this seems like you're really grasping at straws for things to bitch about.

It would be a bit redundant but so everything fits correctly there should be 2 spots, one where it asks you if you would like to help with males/women and the second in which area.
