Difficult. You pretty much have to open pairs as usual, but now there's a bunch of other variables since that's the goal:

They're not prudes but they could never see themselves doing something together with close friends
One already has a boyfriend
One of them isn't into you or backs off the moment her friend likes you more
Other guys if confident will try to AMOG the set or worse become a shitty wing you never wanted
They could be related, so the set now becomes picking one in a pair
The venue you're in just doesn't have pairs and it's a 3+ or mixed group setting

However... I would argue going in solo and trying to get a threesome has a better chance than going into a set with a shitty wing.

Trying to achive that is on my bucket list as well so I am not into the position to say blame you for trying that. But like other guys said you should learn to walk befor you run. Where do you live? I used to hit up dive bars or raves and I'm always pulling girls in 2s.
