Get better at approaching to the point where it isn't awkward. I approached a girl at a grocery store yesterday and it wasn't awkward at all. I opened her by asking a question about what kind of bread she liked. Apologizing frames the interaction as negative and she's going to respond accordingly.

The biggest thing is non-verbals, weather you apologize for the awkwardness or not. It can work, but it depends on your execution. If you got too many stutters going on when you say it, then it feels awkward. But if say "This might seem awkward, but I really like your dress" in a clear tone, it may be received well.

With that being said, cold approach by nature is gonna be awkward for some people cuz you're talking to a stranger with no social context, so it's gonna be useless stating the obvious. It's probably more acceptable to say that at a bar or social event because people there are expected to socialize or at the very least open to it, so it might be received well. The biggest thing you could do is find that context or create it. But even with you well-calibrated opener, it still depends on if the other person is receptive or not. That last bit is always gonna be the real deciding factor if you can actually have a convo or not.

What you said looks like a "statement of empathy", but it is not about apologizing for the embarrassment, it is actually just letting her know that you see what she is doing, but you still want to talk to her. This avoids a sentence like: "Can't you see I'm busy?" or "Can't you see what I'm doing?"
