You need a safe space for your documents/assets and items. You want to keep normalcy for the kids, but with the circumstances it sounds like a battlefield. You need to command a space in the house that can be your safe space. She can't keep changing the locks. If you're unable to access your property again, you call the police and have them on your side beforehand. If you guys are moving toward cordial communication after all her threats and false dv, you need to make an arrangement/schedule for yourself and the kids to have time alone. Like being physically separated and having time slots with the kids, you need to separate slots equally to accommodate the kids. See if you can draft a parenting plan that has alotted time frames for her and her SIL to be out of the house. Do you have anywhere else to spend time with the kids away from the marital home? You don't need to give up residency toHard situation at best with the same household and a combination of variables. You can navigate this. Keep a cool head, don't let her attitude get to you. I would continue with a body cam, and voice recorder. They will be looking at you, so you best have the narrative and proof because it's guilty until proven innocent no matter who calls the police. Is it your house? Was it bough after you married? Because if it’s property of the marriage, and it probably is, then you may not get back into the house. You can’t control your sister in law.
