What message do you think those kids in the park are getting? What if a male is pissing them off? How hard would it be to call CPS? Who will CPS believe. How fast will he have a record? Why bother doing HW if your a kid?

I think you may be misinterpreting that ad. It seems to be saying you should call the helpline if you see an adult and a child behaving inappropriately (inappropriate touching, kissing, etc.), not "call the police on all men with kids!!!"
