As a very fashion conscious person, I gotta say... I love cargo shorts on men. Honestly.

95% of the time a women is arguging just to argue as a test to see how you handle it. It's easy to spot as it usually amounts to going against you for no real reason other than feelz. Treating this type of test as a serious argument shows her she can easily and direct influence you. If she can do that she reasons so can anyone so she loses respect for you.
The rare occasion the arugment is actually valid and worth discussing, you should still act in the same manner. If it's important she will double down with hard facts and at least a viable solution. When those are presented then you can take it as a serious affair.

Rule 12 and 15 are in place for a reason.
12 represents the Beta provider mentality. Buying a woman a drink is never necessary, and will often place you into the Beta provider category right away. Some women will want and like that, but be prepared for the treatment you'll receive.

I'll try to lay out an explanation for each of your questions:
Rule 3: Sexuality is 95% mental. Attraction is 95% physical. Whether you get laid is 95% a result of your level of attraction backed by your sexuality.
There are 2 different sections of what a woman looks at you like. First is always physical appearance, "Attraction". Second is your frame and game, "Sexuality". Combine those two concepts and you have an equation that works out to how much you need of each to get laid.
You can get laid if you're super attractive and have no game; you can also get laid if you have superb game but are a fat slob. They are counterbalances, to increase your chances of getting laid, increase both balances.
The 1-30 scale is based on comedian Patrice O'Neal's interpretation of women's hotness. Google it. 1-10 - Ugly Women 11-20 - Average Women 21-29 - Beautiful Women 30 - Unicorn
So in the 1-10 scale, an 8 can be almost anything. An 8 could be a 19 on the 1-30 scale, a very beautiful average looking woman. Or it could be a 22, a kinda ugly beautiful woman. 1-30 scale is much more accurate and places a woman mentally in accordance with your level of confidence.
Rule 8, specifically your situation.
Go radio silent for a week, see if she texts you then, if not, move on, if so, go smash.
Rule 9: Never grovel, never beg, never ask.
Never beg for sex. Never beg for her time. Never beg for her love.
Take it one step further, never ask her permission to ever do anything. She always has the ability to say no, and all women love to say no. So don't ask, but tell them, or surprise them with whatever it is you want to do.
Women don't like to make choices or decisions in the relationship, so don't burden them. You'll be happier as a leader, they'll be happier as a follower.

How successful am I?
Relatively. I mean I can get laid anytime (see Rule 22), but that's not the point. I enjoy 3-12 month relationships, I feel the spectrum of emotions is wide, the experiences are more developed, and the sex is always best at about 6 months. In that aspect I fail with the ladies. In the last 3 years of TRP I've only gotten to 8 months with one girl. Most women have fallen in the sub 3 month category.
The longest I went without getting laid is 3 weeks. I'm currently in a 2 month relationship.
So success with women is what you make it. If all you want is to get laid, see Rule 22. If what you want is multiple meaningful open relationships, like I do, well that takes a considerable amount of effort.
