Yes. But I agree, if you have to ask, 9/10 she's not. Although asking won't hurt. What do you have to lose? If she's not at least you'll know, if she is, you can move forward with that information.

What are you doing during these dates? Have you already kissed her or at least touched her? You are leaving out important details. If there is no kiss and touch involved... I am afraid you are going towards the friendzone. Test the waters next time you see here and touch her hands and notice her nail polish for instance. Say that it is your favourite colour, place a kiss on each finger playfully and if she doesn't take her hand away you can get more comfortable with her and start kissing her lips and touching her more. Try to get her at your place, but without saying it, like 'oh I forgot something back at my place, why don't you just make yourself comfortable'. If none of this works, find someone else.

Did you let her know, in no uncertain terms, that you are hot & heavy for her by using push/pull & innuendo? Did she have the impression that you wanted to mount her and rock her world in bed? Or... Did you keep the feeling/talk between the two of you friendly and non-sexually charged and boring her to tears?

You must lead women to the feelings you want them to have towards you. If you act like her brother, she's going to treat you like her brother. Women don't just magically get hot & lusty for you, you have to get them simmering to the point that they want to rip your clothes off.

She's 'always busy', but making time to see you once or twice a week? That's an expression of interest.

If you're busy enough to date a busy person, this probably wouldn't bother you.
