I see a few scenarios.

She is there for the attention that her boyfriend is not offering. She is gonna use it to feel good about herself and go have sex with her boyfriend.
Same thing but have sex with you, which means you helped her cheat on someone.
She genuinely wants to be friends with you.

What if she has cute single friends who’ve been looking for a good guy.

What if she’s only with her current boyfriend because it’s convenient to.

I’d say don’t try to hard to escalate with her. Accept that at most your a back plan for her. But that doesn’t mean you shouldn’t be her friend. I consider this a successful approach. Good job

She probably just doesn’t want to feel bad about rejecting you or she could just want to be friends, either way it suggests that she is not romantically interested in you and so it’s better for you not to spend time or energy on her if you can only see yourself with her romantically and not as a friend.

I would tread very carefully, if you don't know this girl more than a casual meeting, you could be stirring up a hornets nest. You had better find out if this is a friend zone thing before you try and, "escalate". There are guys out there who would go bat shit crazy if they found out you struck up a conversation with their gf, no less trying to make designs on smashing. I've cheated on gf and SO in the past, I pretty much knew what their response would be if I got caught. I NEVER went after someone who I even thought might be seeing someone or was married etc. Those situations are too explosive and unpredictable.
