Dogs are the perfect tool to ease an approach. Some men get a cute dog because women will come up to you while you are walking it.

Do NOT say you watch her through your window; that is very creepy.

Start by telling her how cute her dog is and asking about it maybe say you are thinking of getting one and go from there.

Simple approach is to ask about the dog, you show interest in the dog and not onto her directly. however moving from the dog to her, you can ask about her if she allows you to pet the dog and has any interest in you disrupting the walk they're on. Be kind and simple and not nosey. "Hey I love the dog it has beautiful features or whatever I would like a dog too, what made you get this little guy?" Is a great start. Depending on the way she answers you'll know if she's interested.

If you see her often you can build a simple rapport like a first name and the dogs name, give it time and have another conversation to future where you can ask about her and maybe score the date.
