Most likely you're doing something that they don't like in the approach part. You must either be saying strange things, going DIRECTLY for the number without any other type of conversation, making only 'friendly' talk with no sense of attraction building, or something else we cannot see from here.

Other than that, girls these days are very pretentious themselves and very spoiled with attention so I would not be surprised if it could also just be that for some of them.

But yeah girls are weird man. They can change their mind in a split second too. Example: I once had a conversation with a girl, she basically told me that she would wanna go on a date and well, the hint was there we would bang on that date (I didn't even know her that well and just banging straight away with only knowing a name is not my thing... You may be shooting above your pay grade. Girls around your level are going to expect a relationship. More attractive girls also have more options than less attractive girls, so from their perspective, why settle for just sex when they can easily get sex from most guys? Why not sex + relationship? or just sex with a guy that is hotter than you?

I also have the opposite problem lol. I generally hook up pretty easily with girls I get dates with, but most of them do not want relationships / or are not relationship material anyway.
