I went to community college for two years and I never talked to many girls. I transferred into a university and talked to more girls than ever before. Personally, it felt like a lot of people just focused on school and work during community college. Very few chances for interaction unless you make the first move. Things get much different when you live on campus with them.

Your question is too general, you're basically asking how do I pick up girls, you need to talk to her build attraction and create comfort. There are 3 stages in the process, attraction, comfort, and last seduction, the middle stages being the most important part. Focus on one a day and see success not as getting her number but as opening your mouth and saying hi. That should drive you nicely and once you get enough momentum you can increase that amount.

The only place you'll ever need tips for cold approaching at is fucking work. College, school, the mall, the store, the beach... it's no different. This is your problem, you aren't focusing on the real thing you need to be focusing on which is, how am i going to interact and flirt with these woman? What am I gonna do after I get their numbers? How can i develop inner confidence within myself?

Unless you look like a pan (cause usually people who cold approach aren't attractive enough to attract anyone without making the first move) and have andrew shultz level comedy and JFK charisma, I wouldn't advise anyone to cold approach. Just put yourself out there enough to get a vibe from someone (usually eyes, gestures with the hair and hands), then it's much easier to pick it off from there. Women have a very strong defense system to out of nowhere approaches, their seduction takes times and is a slow burner.

Don't be unattractive

If you got those down, just go for it. If you are charismatic you should be fine, and if you're not you should be focusing on your skills through debate and other clubs and they will just naturally translate over
