You have parties designed for meeting sorority girls right? Use these to your advantage. They are there to meet you, so approach and talk to them.

Don't do this with getting laid in mind, if you do that, it'll be hard to have any success. First just genuinely be interested in meeting them and if things are going well, then you can worry about escalating.

Making friends with sorority girls can also be a huge help. If there's a certain one you guys are with a lot, make a good friend with a girl and she'll introduce you to many other girls and it can make things a little easier down the road.

Change your thinking and change your life. Mix this in with challenging yourself to meet new people and ride the edges of your comfort zone and you’ll be meeting tons of girls.

I was in a very similar position to you a while ago! I also joined a fraternity at age 21 and I was the sexually inexperienced one out of the group.

By the end of my senior year, I had become pretty successful with women.

Here's how I did it:

Go to as many parties/socials as you possibly can.
At the parties/socials, go around the party and approach a bunch of girls (like at least 10 per party). Just say something like "what's up I'm ..."
If the conversation seems to be going well, start getting flirty. Stand closer to her, Make deep eye contact, touch her, tease her.
If she is receptive to the flirting, go in for a kiss.
If she kisses you back, ask her to go home with you (unless she is obviously drunk).
If she agrees, cool, you are about to lose your virginity!

Repeat this process over and over again until you can make it through each step. If you're like me, you'll fuck this up a bunch of times. That's ok though! All part of he learning process.

The best tips I could give you, go to as many of the joint parties you can (frat/sorority) parties that you can. Do the volunteering events if you are up for it. I don't know what kind of skills you have but if you have anything decent share those with your partner sorority. Example; if you are good with computers then offer to fix theirs or whatever. Network, network, network, talk to everyone.

You might just try asking your frat buddies, they might have connections to a sorority with eligible chicks.

This is also a good tip.

Everyone is making wild assumptions here.

Are you going to the gym and eating right? We don't know if you're skinny like a twig, average weight, or fat. That makes a huge difference. Fat people have way less luck than skinny ones. My buddy went from 350 lbs to 200 and his game shot through the roof just because he's more confident now. Same rules apply to you. Hit the gym and grow.
How do you dress? If you wear shitty clothes, you won't attract anyone. You don't have to dress fancy or rock Supreme, but your clothes need to be nice. This means wear plenty of good fitting jeans and shirts. I wear skinnies (Levi 510s) and love them.
Do you have good hygiene? Maybe you don't shower frequently. This is fucking key. And take care of your skin. If you have acne, start doing all that you can to clean up your face.
Work on your game. Maybe you're not using enough kino, or you're bad at flirting. Talking to girls isn't just, "Hey, how are you doing?" My rule is I am not afraid to say stuff that makes them upset, because I don't know where that line is. I don't mean I call them bitches or sluts, but I love to tease. Teasing increases your social value because it demonstrates that you don't necessarily need that girl to be satisfied with life. It thus makes you look more attractive. I tease women and if they don't take kindly to my teasing, I move on. I really only apologize to women that are a staple in my life or that I want to be friends with. Random girls? I'm not trying to be homies with them so I'll let them be mad. Kino is also important. Make sure you touch their skin. It creates a bond and makes you more likely to succeed.
Don't get sloppy drunk, but don't be sober either. I would take one shot an hour and that was enough to get me by.
Don't go into it expecting sex. You set your sights too high and seem thirsty. I would go into it just wanting to flirt, and I would easily get through to at least making out. Sex would revolve around location and timing issues at that point.

At parties, I would not ask out a girl. I would get their number for sure and flirt around. Be sociable. Go to groups and make friends with different groups. Sociable people have high social value. Being able to work a room looks great on you. Work the room and talk to groups with girls in them. If you find one and make a connection, get her number and flirt, get a kiss if you've established enough rapport, and then go to the next group. Another thing I do is grab the girl's hand and take her with me. Force her to socialize. They seem to take really well to that.

I am not sure how it is in your fraternity but if you have socials/mixers with certain sororities these are great opportunities to practice. We are typically already somewhat comfortable with the sororities we invite so it really just becomes an issue of escalation. I find that I get the most success by putting myself out there as a focal point of attention, such as running the icebreaker games and activities, if you have those. Try to spearhead conversation and be lighthearted and confident in whatever you do, even if that means feigning it. Lastly, there's nothing wrong with getting advice and help from your Brothers, especially if they already can set you up and expedite the learning process. We had a pretty decent looking guy still might have never lost his V-card if the Chapter wasn't there for him. That being said, this subreddit gives you a wealth of proven tools to get laid that many guys don't get, so trust the process and force yourself to be bold.

Do you live in the house? Honestly the best move for me was taking to a girl and asking her up to my room. If she said no I moved on. If she said yes as long as I didn’t say something incredibly dumb it just sort of happened. I think a lot of it has to do with you saying your intentions. Asking a girl to your room really does most of the work for you.

When at parties, do not have any specific girls in mind. If you like a girl at the party, have no expectations of her. If you can be truly relaxed mixing with everyone, dancing and so on (BTW if you are one of those people who "doesn't dance" that's a sign of insecurity, not an identity!), then others will see how relaxed you are with yourself and others, and women (who tend to be the selectors anyway) will start to show their interest in subtle ways.

All that you have to do then is escalate. I suspect escalation is a key part of the problem if you are being friend-zoned a lot. Women can often tell if you like them, and if you don't act on it, then they can't put you in the lover zone. Women select their man, then usually he has to make some sort of risky or transgressive move to seal the deal.

It can be difficult to know when you have "permission", but there are low-risk things you can do, zones you can touch, the "kiss test" etc.
