This is 100% Not true. If she didn't have interest in you at all, She wouldn't have set up the original date to flake on. Obviously she doesn't love you, but she at least likes you enough to where she thought she was gonna go out with you, so she is flaking a lot of times she's not interested, but a lot of times there are ways this can be overcome.

A simple technique to do. This is to stay in contact with her and talk about the date. I'll say some things like I'm excited to see you on Thursday. I think you're gonna really like the restaurant and then hopefully she will save me too. Or I'll say something like is it OK if I back our date up 15 minutes tomorrow? This is another chance for her to confirm the time. If I really think she's going to flake. I will say something like hey I have plans on Thursday. I just wanna make sure you're gonna stick for those plans because I don't want to ruin my night. If you bet last minute. Sound fair?

Also remember that you can go from her being VERY high interest to lukewarm/polite.
