Everyone likes parties but I advocate daygame. It's always available and there and anyone can do it. Plus it's more challenging, so it's a great place to improve skills. But in response to your question, why not crash a frat party or two at whatever college is in your town? If you drive around a bit after 11 on a Friday or Saturday night then you will be able to tell which houses are hosting. Then you can either practice sneaking in or using social engineering to get yourself in by claiming you know a brother. If it's very crowded this becomes quite possible, and I did this a good number of times in my college days at the surprisingly prestigious school I attended.

Seriously, if you're looking for very high quality targets then you can just daygame on your college campus. Claim you go there and live off-campus if you have to. Seriously, it's easy and fun.

I can't drink due to medical issues so I can't really go to a bar.

Drinking has nothing to do with going to a bar.... just go and order a club soda or water.

Meet people through the bars and form a social circle, and keep looking for friends that host / go to parties often, and then focus your friend efforts on that circle.

I used to be terrified to dance and decided to face my fear. Now I get lots of attention from women when I do...and I'm not great. I just learned some basics and mainly feel the groove. Women are into the energy of it and don't judge you harshly.

As far as the party scene. You just have to jump in and start. Make guy friends first and don't creep on their girls. Simply asking a guy his permission to talk to a girl you think my be on his radar will earn you man points...it's just basic respect...bro's before ho's stuff.

I have gone to clubs and bars solo plenty of times and just started talking to people in a non-needy way. Introducing myself and just getting to know them. You will find people that you match energetically with and all of the sudden you got a few extra friends and the invites come your way. Do the thing and you will have the power!

dancing without drinking's going to be tough. you should find a mentor.

meanwhile, start going to bars. oh dry county, hmm. well start out by going to that one club that sucks. confirm your suspicions. the most recent party i got invited to is a fundraiser for food not bombs, just something i happened to get involved with. look into online things that host events - plentyoffish, couchsurfing.com. check meetup.com foryour town. read the school paper for event listings. ask around to find out where people do county-western dancing. such places usually offer free lessons if you come early. there'll be somewhere.find the gay student union - they know how to party.
