The police could protect her with criminal harassment laws but they’re choosing not to and it makes me ill.

I’ve had a stalker before. Really, really tough legal waters to navigate. It’s not illegal to make fake accounts, drive by your house, call you from fake numbers, follow you to a public place, etc. Basically, in most areas, they can’t step in until he threatens you from a password locked account or actually gets into your house. Stalkers know these things. Also, police typically don’t take female victims seriously.

Depending on where/the state she lives in, she can look up the codes and laws herself and attempt to go to the Magistrate/Judge to obtain warrants/summonses for computer crimes. They aren't going to mean a whole lot on their own and he'll only be required to pay a fine most likely, but start stacking those and out comes a case for stalking, harassment, and a whole lot of other things those police officers may decide to act on. (I'm only saying go to the police in the event a felony has been committed because where I am, civilians can't get those warrants without a police report). Sorry they're not doing anything and everything they can to help you. It utterly disgusts me.
