Men doing it is a wide-scale crime, but harsher repercussions come to women. The same was with the crime of molka in South Korea, where there's a big problem with covert filming of women in public facilities - in 2018 there were protests after a woman who took and shared pictures of a male model from a drawing class was sentenced to nearly a year in prison while masses of men (making ~98% perpetrators) never get any repercussions at all.
