The figure is drawn from comparing income tax filings. When you factor in things like chosen career-field and such it evens out.

The implication is that a man and a woman working at the same company, same position, same hours worked, and he gets paid more is completely false.

That technically is an accurate question (although not intended to be), the earnings gap is real. Women, on average, are unwilling to work the hours men do, unwilling to go into dangerous, well-paying jobs, take longer vacation, more sick days, and often leave work to start a family at the most critical time for vertical movement (25-30).

If if you average the salary of every single woman in America, and measure it against the avergae of the salary of every single man, it does come out to about 77 cents on the dollar. However, this calculation is misleading as it ignores many factors, such as job choice, hours worked per week, time taken off, and other choices that women make themselves. So the answer to the question is true in the most basic, technical, uninformed sense of the word. Or, from a certain point of view, it might even be considered a lie by omission, because unless it's the truth, the whole truth, and nothing but the truth, then it's arguably a lie.
