Think of this rule another way:

Men have convince women to have sex with them, and women have to convince men to marry them.

You do see the opposite happening, and from the few instances I have seen in my personal life, the men are not really sexually attracted to the woman, or the woman does not really respect or love the man. But, y’know, this is obviously an anecdote so mileage may vary.

Edit: I realized I never responded to the scenarios in your OP. A man who does not approach at all (“chase sex”) is less likely to find a partner to begin with.

A woman who gatekeeps sex AND the relationship is also less likely to keep a partner. Most people, even most Christians in the U.S., have premarital sex. That will severely limit her dating pool to a handful of devout religious or very sexually inhibited people.

I like you and care about you, want to keep seeing you and dating you, however I need physical and sexual chemistry as well to continue dating. either they become exclusive with dating, have sex and start an official relationship or they go their separate ways. This conversation can be started by either the man or women seeing each other. There is no rule on who starts it. ---

Controlling sex is a good game to play, if you meet a girl and deny her sex but be passionate it will drive her crazy. You prob need a high libido girl to pull this off, but in a relationship don’t be initiating sex and cuddles that much let her come to you.

Women still decide who they have sex with, if you’re in hookup culture on dating apps or bars, women choose you to get with. You can just chat with them anywhere when they are down they give you signals.

Since woman always (majority) value a man’s effort and ability to benefit her outside of sex and to provide and personality and all things outside of sex

And since men always (majority) stick to sex/sexuality and tolerate and accept most other things

With this dynamic being present

Men will always control commitment

Because they are the ones more likely to show unconditional love and loyalty and also selflessness and self sacrifice

Which is what women want (majority) and are aiming for

Where as men (majority) aren’t necessarily aiming for commitment and exclusivity in the first place

For a man to aim for that. He usually doesn’t have a lot of options. Or the options he wants. Or was served a bad life.

Where as women aim for that even if they can get all the men they want and all the attention and gifts and etc

So until this dynamic changes

Women are going to always offer sex and sexuality for commitment. And they hope that will actually happen and continue and exist when their sex/sexuality fades or when they age or don’t want to be a certain way anymore or etc
