Should it be considered rape by deception if a woman promise a man oral sex after vaginal sex then changes her mind?

So, I would like to introduce an interesting debate topic, based on at this point a hypothetical law, since some people have been talking about rape by deception in another post.

If a woman promises to give a man oral sex after he has vaginal sex with her, and he has sex with her based on that condition, but she then declines to give the man oral sex after vaginal sex occurred, should this be illegal in any way?

I am more interested in what each person here individually thinks then whether or not this could be passed as a law. So please give your own thoughts and feelings about this.
