The "What's your name" opener works only for static (non-moving) targets, such as in the shops, parks when sitting.
There will be these scenarios:
disclaimer: I opened around 50 sets using this one, is not that much, so results could be skewed.

It is a good question. Don't know exactly why it is not working for "moving" sets. I do have a theory, tho.
How we interpret a question and what is being said to us depends on our inner state. A sad person may see things through sadness glasses, happy person opposite.
So when someone is walking, he/she has a goal to go somewhere. So he is in that busy state of mind. And the faster he walks the harder is to stop him. You have to create lots of emergency to stop it.
Suddenly stopping and asking "What is your name?" is weird for a busy mind state. It is like "What?", "Why he asking this?".
When you are sitting or standing you are more in a calmer state. When someone comes and says "What is your name?", instead of being weird you feel intrigued.
Another thing to take in consideration is the "opening window". Basically it is the time between her seeing you and you opening her. For moving sets usually, it is much shorter, while static ones longer. The longer the window, the more time for you to create a connection. Sometimes that window can be days or weeks. For example, you meet multiple times at the shop, before you start talking to her. On the street, you have a very short window. When you stop her, you have to say something. If not, then she just walks away.
What to use for moving ones?
I think the best ones are "funny compliments". It is not a full-blown compliment like "you have nice shoes", "or your hair looks amazing" - they usually don't lead anywhere.
Instead, compliments like "Your hair is on fire!", if she has red hair or "Shakira.... right?" If she has blond and curly hair. Basically something you noticed about her and made funny sentence out of it. These kind of compliments works the best.

It make sens and I fully agree with you. But small clarification is needed as your experiment is not crystal clear. The conversation might go by scenario 3 and there is a chance that you will get a number. It depends on your seduction skills.
To improve your experiment I would ask for a number right afte she tells her name or say "why"?
you: what's your name?
she: scenario 1-3
you: give me your number
Actually seduction is not when she looks on you, she likes you and immediately gives you her number. Seduction is when conversation goes by scenario 3 and you anyway take her number :-) It's not very much interesting when it goes by scenario 1 ;-)

Give a purpose and time horizon in your first words and phrase it as a question. I.e. "can we meet for just a second?" "Is it alright if I say something quickly?"
This is your subopener. If you do it properly it reduces the ignores by a good percentage. It softens the impact since it immediately puts out a low pressure frame and gets her brain tracking on your words. Don't wait for a reply for more than a second, just go on to your opener.
The other key to stop instant rejection is approaching as close to the moment you're aware of her presence as possible. It makes your subopener come across as more true. No girl likes a pervy vibe and that's what she'll get if you've been burning a hole in her back.

Seemingly chill men can turn violent in a flash if they get rejected - it's happened to me. If a total rando approached with zero context, I'm more likely to ignore to avoid retaliation. Women get stabbed for this. (I'm not making this up)

Yep. Also this is kind of a tangent but I don't think the average straight guy realizes the extent of crap women have to deal with from a young age. Been catcalled since I was about 12 year-old (same goes for most of my friends). And even if 7 or 8 out of 10 men are generally decent and respectful, those 1 or 2 out of 10 guys multiply over a lifetime. We are tired. So it's rarely a personal thing if we ignore a stranger.

Kudos to you for approaching! You already did what most don't have the balls to do but the opener wasn't the best. If you think about it, she has no reason to tell you her name since you are a complete stranger to her. She might not have any idea why you are even approaching her. She could think that maybe you are selling something, could be anything really. I like direct openers that have intent and which create a man to woman dynamic right from the get go.
Next time try something like "Hey! I saw you from over there and thought you looked cute/badass/liked your style/whatever so I wanted to come say 'hi'. I'm <insert name>."

You came up from behind a woman walking alone on the street and got in her face and demanded to know her name? If your goal is to prove some sort of point, then you accomplished it. If your goal is to make a stranger feel uncomfortable and probably unsafe, then you accomplished it. But let’s be clear, what you did is NOT approach a girl for a date or something otherwise positive. Your actions are clearly intended to prove your power and diminish hers. That’s not seduction.

No. Just no. It’s completely unnatural to walk up to a complete stranger and have the first thing out their mouths as “what’s your name?”. This never happens outside kindergarten.
What you do is use some common sense: you see her and if she’s walking or in the middle of something, politely excuse the intrusion (which shows that you respect her time and don’t see her as a belt notch toward you conquering your social anxiety). Next you introduce yourself and then tell her why you are interrupting her. The why is important. This is where you can show your sexual intent in subtle ways, and say things that can make her laugh, blush and think. This is where verbal game comes in. But learning canned shit is no good. It’s best if you are comfortable with your sexual self and bring her your authenticity. Your self that is showing interest but could care less if she bites or not.
Then without taking up too much time you give her your number and say “have a great day, I look foreword to hearing from you”. Giving is much more of a confident move than asking. Asking is passive and approval seeking.
