I’m in a similar situation with a girl at work and I (as the guy) have to be VERY careful to not get an HR violation. You gotta take the reigns here homie. You (as the girl) are much less likely to catch the hands of the HR assholes if this doesn’t go perfectly.

I'm a little unclear on your post if you're interested in him. In the first part you describe his behavior in ways that implies a level of creepiness, but the conclusion is, "definitely planning on saying something that could lead to discussion about going out..." Are you interested in him?
Based on your description, I'd say there's a good chance of romantic interest on his part. Unfortunately, his ambiguity of and lack of intent is leaving you in an uncomfortable limbo where you can feel tension, and it goes on unresolved.
Ergo, I'm not sure if you want to have this discussion to release the tension by itself, or to actually pursue this is a prospective romantic interest - not that these are mutually exclusive.
Anyway, if you are interested, a casual segue might be, "I thought about your going out offer and I'd like to take you up on it. I'm available ___ "
If you're not interested, and you want to dispel the tension, "I thought about your going out offer, and I don't think it's a fit for me" You want to avoid the soft landing by saying something like, "I don't think we should date because we're coworkers" - If there's any sort of unhealthy to his interest, it may cause him to continue to pursue should his job ever change, or quit and be upset that your condition was met.

Tbh, I think that he probably already has. Some people go 0 to 100, and he doesn't seem like he's one of those. Most likely, he has taken small steps to show you that he's interested but you maybe didn't give him the green light. That's why courtship is a bit like a dance; he maybe tried dancing with you a few times and you didn't get it or reciprocate so he either stopped or slowed down.
Also, other things happen that we aren't aware of, like how you said there was a rumor about you playing for the other team. IMO, it's the best when both parties step up and maybe you should give him the benefit of the doubt that he could've tried already and because you didn't green light it, you'll have to help him meet in the middle by taking some baby steps yourself.
Good luck! Your post reminded me of my own situation because I have been "lowkey" flirting with this girl, but I suspect she may be like you and somehow thinks that I don't like her/haven't been obvious (although from my pov I've tried repeatedly xD)

It’s probably because of the current social climate and the fact that you two are work colleagues. He’s definitely interested but I’m sure he’s trying to be careful about how he approaches things with you since there’s a lot of liability for him to hit on a coworker.
