she only delayed it by and hour it's not a big deal, tell her no problem but your gonna have to make it up to me or something funny like that..

This seems like a very unusual thing to say if she wanted to test you / reject you, so it’s probably true. Go out when she’s free but if she reschedules multiple times just move on

Do you have any reason to believe she's lying to you? Because if she's not and you treat it as a "test", you're just being a dick. This sounds like you don't trust her.

if she cancels you to keep hanging with the other guy, then it was a test that you somehow failed

Do exactly that. Even though she wants to hangout with a friend, she needs to know, that you know, that your time is valuable. So if you say a certain time it should be that time because you may have other things going on

Say never mind and move on. If she wises up, then go with her. That’s the most common reason.

Other times he may be trying to get with her but she sees him as a friend, trying to play head games with you, she wants a quickie before the date, you never know. I don’t have the whole picture to guess what’s going on

Asking her to reschedule the date on another day makes more sense. You don't want to be the one that keeps checking whether she is done hanging out with the guy who is moving away
