I've seen this before. From what I could gather, this was a survey at a women's only school.

The reason both Transgender female and Transgender male are on there, is if someone transitions before attending, and they are at the time a transgender female, attending makes sense. However, if a cis woman transitions WHILE attending, they will become a transgender male, and I can certainly understand a school not wanting to kick someone out for transitioning, hell of a hornet's nest to kick.
