This was mentioned in another thread I read the other day, and had first hand experience with it as well. I figured I would just make a post about it get a specific discussion going about the topic in general vs an exact scenario. I will give more personal back story on a reply, but this is for general discussion on it - and mainly, how to turn it into your advantage.

I am no means an expert on things, but my overall mentality has changed recently on how to handle girls and it has been paying off well. My key points are have fun, don't care, don't be needy/being confident.

So down to the core of the subject: Here is a general situation, you plan to meet a girl somewhere and you have organized a date/time. The day comes, for whatever reason you text/call her and get no response. STOP THERE! From that point on DO NOT contact her in any way. Give it 1-2 days and more than likely she will be contacting you back apologizing with some bs story.

I'm assuming what goes through their head, is they get some feeling of you being needy, not up her alley, etc. and decides to blow off your date. It takes them for a complete loop when you don't freak out and aren't asking where they are every 5 minutes, just like every other guy. The fact that you didn't care makes you more desirable and puts the ball back in her court when she starts apologizing. Take this opportunity to play it off like no big deal and that you had some others plans you followed up on.
