You didn't tell us anything about how you are approaching them. You definitely need to be approaching them from the front, slowly, say hi, and smile. A lot of women are instantly defensive about men approaching them, especially if they weren't expecting it or if it seems like he wants something from them and isn't just being friendly.

body language is very important, tone of voice, but you can also say something like "sorry, i know i can come off as a bit intimidating but i really mean well" and smile

maybe avoid making eye contact 100% of the time
maybe blink more often
physical distance between you and her is very important, how far are you? not too close, not too far, give her some territory
there is a theory that you should talk to them like to the side, almost over the shoulder, but from what i've seen people tend to apply this in a way that comes across as really artificial and incongruent with their personality. no need to turn 45 degrees, even an inch makes a difference
calm tone of voice, playful, warm.. this can be a bit tough until you get used to cold approach and really relax into it
an idea could be to take dance classes in a style that works with pairs, then you will have a good opportunity to learn about body language and how to gradually close the distance

You should generally speak in a volume that's loud enough that she understand your words even under artillery fire. To show dominance, slam your fast after every Word against a desk or something close to her. She'll definitely see that you are an alpha male who can protect her

Aside from the tone of voice, and position (not behind but on her side or right in front of her), and other things people already commented, also factor in:

personal space. If you're too close (e.g., 1-2ft away) she prolly wont be comfortable. Too far though, she'll ignore you. Make sure you're about 3 or 4 feet away (obvs subjective but feel free to experiment)
location. If it's in a shady place, like the corner of a dark alley, then even I will be fucking scared lol.
facial expression and lines. If you look intimidating, then you might want to change your facial expression. Maybe smile like a "nice" or "shy" guy (but try to not overdo it). Then, you could also say "excuse me, "sorry this is awkward" or "i know this is awkward" or somewhere along those lines. This helps acknowledge what they might be thinking and reduces their fear/anxiousness.

Try to practice with anyone you see, even guys. You can simply approach a guy/girl to ask for directions or tell them you like their outfit. Then observe how they react. Once you get to a point where they dont seem startled or scared, then do whatever you did to create that result.

It’s very tricky these days, used to be a lot easier. Since Covid the vibe has gone down.

Best thing is to situate yourself in happier / more social places and approach groups as well.

Some days can be amazing, some days can be terrible, it’s very random.

Tbf, it’s not your job to make them feel more comfortable. I mean that more so in a way if you’re not doing anything obviously weird/creepy. If they feel that way just by you trying to casually talk to them, then that’s on them.

You're asking the wrong question.

Why are women scared of your approach?

You can't cold approach anyone, there has to be some signal she might be interested. Eye contact, a smile, etc.

Cold approach is generally a bad idea imo, unless it's in a place where it's socially acceptable like a bar/club/etc.
