In my experience young promiscuous women are often still tight, especially if they have no kids. Sex generally doesn't make women loose. Penises just aren't big enough to loosen vaginas very much. Age and babies make them loose. Age makes them looser because vaginal muscles naturally weaken with age. There are voluntary and involuntary vaginal muscles. The involuntary ones are tight when they're young but weaker when they're older. The voluntary ones are the muscles that they can control consciously (flex), those are the ones strengthened by kegels. Older women can keep their voluntary vaginal muscles strong but can't do anything about the involuntary ones getting weaker. This means young women are typically tight when they're doing nothing, but older women are generally only tight if they do kegels and are consciously squeezing.
