I'm going to downvote and yell at you if you bring up "but FGM is worse." Yes, it is in a lot of cases. This is whataboutism. No person should have the right to cut off parts of the genitals of other people without their informed consent. Period point blank. If you find this controversial, you need to determine why you are such a sadist that screaming babies getting part of their penis cut off is pleasing to you.

Here, I'll write the law for you:

It shall be illegal to in any way modify, aesthetically manipulate, excise any portion of, or otherwise alter the internal or external genitalia of any person for non-medically required reasons. Medically required reasons shall be defined as reasons posing serious and grave danger to the mental or physical health of a person, or inflicting severe pain, or likely to cause permanent bodily deformation.

Regarding religious arguments (this is specific to the US, no bias intended but I regretably don't know a good argument that applies to The Gambia), I'll give an anecdote. If the consensual marriage of more than two loving individuals is illegal in the United States (polygamy), how then can you argue that the non-consensual, non-medically-necessary act of permanently removing genital tissue without the use of anesthesia should be legal? That amounts to a heinous crime against humanity in my book.

P.S. Herpes infected mohels also shouldn't be allowed to sodomize newborns (sorry I just had to shoehorn this one in).
