There's a really interesting report that shows, among other things, that women are less likely to be endorsed by the major political parties or to consider themselves qualified.
[Source] (http://www.american.edu/spa/wpi/upload/2012-Men-Rule-Report-web.pdf)
Yes, they're allowed to run for office, but the lack of support and the rampant self doubt (because they perceive themselves as less likely to win, because they see fewer women in the political arena) make it difficult to succeed.
Equality of opportunity does not imply equality of resources - if I knew that my opponent was more likely to get encouragement and funding, I might not want to run, either.
(And another report to correlate those findings, that also points out that where women have the majority of the domestic duties, they're less likely to run.)

A quick Google search, ("Do women vote for women?") which is by no means exhaustive, suggested that when it got down to the electorate, there was no gender bias. However, I'm skeptical of that result (and any result about how people vote) because it relies on self-reporting, and people may or may not tell you what they think they should. So I have no idea how the demographics of the electorate shake out in real life, feel free to share your opinion.
Yes, there was a lot of talk about perceptions and feelings, but as this sub is quick to point out, that's the kind of thing that women rely on more than men - how they feel, the emotion of it. I have no idea if it's hardwired or not, but it seems that if we take for given that women are more emotionally motivated, and factor in what seems like a hostile and forbidding process, you're going to have the perception that they're unable (or unwelcome, whatever) to run. It's not a legal issue, but a social one.
Right, which women aren't always encouraged to do - a few days ago there was an article here by a feminist talking about men unable to pacify her (forgive the paraphrase) and the general consensus of the comments was that she was expecting male strategies to work for her (being successful, educated) when that's not what society wants from a woman. There are different social values placed on men and women, which is only natural, and one of those is that women shouldn't be aggressive. We need to change the way we socialize before we can chalk something up to political networking.
I don't think I'm conflating results with opportunity - I think I'm conflating encouragement with opportunity. Women, according to many studies, are more risk-averse than men. So a woman who sees a campaign as a huge risk - an outpouring of time, money and energy that might get her nothing - she might be less likely to seek office. If, perhaps, someone was encouraging her with money and the support of a major party, she might see the risk as less, and be more willing to run.
In the end, it all comes down to the fact that, though there is no law against a woman running, I believe there is a great social pressure that she shouldn't - both from within the woman herself (self-doubt, risk aversion) and the outside society (gender roles).
(Also, thank you for being kind and measured in your response. I fully expected to get yelled at, and I appreciate that you seem to want to converse.)

I don't think I'm advocating entitlement because I don't believe I said women should win every race they're in. In fact, I think they should lose often, and well. I think there need to be more women trying to gain public office, so that younger girls will want to be like them, and I think they should show those girls the truth - there is victory, and there is defeat, and defeat is much more likely.
I see what you're saying about society, but one of the goals of this sub (as stated by the title) is "Advocating for the social... equality of men and boys." My only point is that cuts both ways - just as we need to stop teaching our sons that they can't cry or shouldn't be teachers or stay-at-home dads, we shouldn't be teaching our girls that politics in a man's game.
My point was mostly that women aren't running for office, because, though they might be less prone to self-doubt, introversion, anxiety, etc., there is still a large and fallacious perception that they cannot win.
As to a patriarchal machine, I'm torn on the idea - women running for office still get asked about their clothes and makeup way more than their male counterparts, which gives the impression that the media doesn't take them seriously. (Just google "Hillary Clinton Hair" and "Barack Obama hair" to see the difference.) On the other hand, one would hope that people could rise about societal pressures to be a certain way, no matter what the media said. Unfortunately, it's just not always possible.

Women-centric publications like the Drudge Report, official State Department Briefings, and The Daily Fail?
I agree that it can be pertinent, but when the big scandal around Sarah Palin was not the fact that she was woefully unqualified but how much the RNC spent of her wardrobe, something is wrong with the discourse.
