I've noticed something pretty cool about cold approaching women, even when it doesn't lead to a phone number or a date. If you approach a woman in a friendly, polite manner... make some small talk and pay her a flirty compliment... 9 times out of 10 you just brightened this woman's day.

If she has a boyfriend or isn't interested, but you take the rejection like a champ and finish off the conversation just as friendly and polite as you started ... This woman is not going to be bothered. She is going to be flattered. And you walk away with more experience, courage, and pride. Win/win.
