It’s not logical. Learn to engage her emotionally by text.
In the nightclub / bar her emotions were highly stimulated, a couple days later you just sent her a text that was logical asking for dinner but she didn’t respond because she didn’t have the chemicals coursing through her veins and the fun that she had in the club. The emotions give her the motivation to hang out with you.
To get her to respond I’d tease her a little over text, like “you know what was so funny that I noticed about you the other night?” Then just wait, even if she doesn’t respond just leave it at that.
When she asks “what” say “Are you sure you wanna hear this? I’m not sure if you should know”
Which creates more curiosity. Then she’ll say something like “no tell me” so you say “ok you asked for it” and that gives you permission to say something sexual that could turn her on, or a funny joke about how she left the other night with her hair messed up and the hotel front desk person was staring at her, or any number of things you noticed about her that could cause laughter or positive emotions.
And when positive emotions are high, that’s when you want to go for the hang out.
Personally I wouldn’t do dinner though, from the sound of it grabbing drinks seems like a better option with this girl.

Probably a generalization, but she did kind of tell you she didn’t want anything consistent. Which I’ve noticed is typical when I mess around with ladies around that age.
She’s only been drinking / clubbing for two years assuming you’re in the US, so she’s probably having just as good as times with other people if not more so.
