Prostitution is (mostly) illegal because it is one of those rare issues that creates an intersection of both the Wacko Left (feminists who want to shame heterosexual sex and don't EVER want a man to enjoy himself) and the Nutty Right (religious types who think sex is bad, and sex with two hookers sends you STRAIGHT to H-E-double hockey sticks immediately).

In the United States there's little public support for anything that's seen as loserish. For example, politicians aren't exactly tripping over themselves to pay for good public transit systems. Why? Because that's what the poor use to get around.

Nothing is going to erase the stigma of johns being losers. In America, it's very difficult to give anything to the losers. Even pot legalization has only started to move forward as more successful people associate themselves with it.

In America, social norms are all about rewarding those who are already winning.

Funny part is that most of US history brothels have been a major business. In has only been the years following the civil war and the rise of Feminist that dismantled the business. I believe the leader at the time really thought they were doing good (this is also around prohibition to understand the times).

Prostitution isn't illegal, seeing a prostitute is. The reason it's illegal is that women do not like competition, so they attack it. And blame men. And exonerate women.

Result: in most countries it's illegal to see a prostitute, and the claim is that it's abusing women but the reality is the competition thing.

Where I am prostitution is largely ignored UNLESS it falls under the heading of human trafficking. For example, massage parlors where you can easily pay for sex are allowed to operate without any issue because the police know the girls are there voluntarily. There are also hookers who advertise openly on Twitter and IG but again, they are sex workers by choice.

The disconnect for a lot of people is that they think every sex worker is being forced into it, which is close minded and totally stupid. I once had a debate about it with a feminist friend of a friend and she simple couldn't wrap her head around the fact there are women who enjoy sex and like getting paid to fuck.

Most of the world allows legal prostitution, and this hasn't happened in any of those countries. Until 4 years ago Canada had legal prostitution and most people didn't even know it was legal.

My best answer is rather un-salacious: Lawmakers don't have much incentive to legalize it. It's not an issue that occupies current political discourse to any major degree, so why would a lawmaker bother with it if they have nothing to gain from it?

They could also have a lot to lose from doing it as well. It could alienate socially conservative voters who think that it's a sin or whatever and legalizing it would mean that every man would suddenly go out and hire a hooker. If the lawmaker who introduced a bill legalizing prostitution was a man, he'd doubtlessly be the butt of countless jokes by these crappy late-night show hosts. Not to mention with all the recent sex scandals with male politicians (Anthony Weiner, Al Franken, Trump's Stormy Daniels controversy), the media would immediately assume that he's doing so with ulterior motives, unfair as that assumption may be.
