I would bring it up, but not that the problem is female colleagues breaking it. Instead, point out that the dress code needs to be updated as it is clearly not being followed and it seems okay to do so. Point out how many cases of jeans you've seen during the week (i.e not Fridays), flip flops etc. Don't mention who wore what, don't mention that it's only women.

This is typical of modern discrimination - don't forbid certain people from certain things, instead forbid those things generally then let certain people off.

Keep records, take pictures only if you think it's safe for you to do so, and when you raise it do so in gender-neutral terms.

I don't get it, you won't dress down because you THINK your boss will say something, however these women dress down and no one says anything. Why don't you just try to dress down and then see if anyone cares? Chances are if no one told the women the dress differently, they won't either.

Where I work I am not allowed to wear a headband, even in uniform colors, for my long hair, but the women can wear whatever color they like. They also roll their sleeves up to their elbows (The code lets them have 3/4-full sleeves where I must have full sleeves) while I have to have my shirt all the way to my wrists. The other day I got in trouble for having a dark grey undershirt instead of a black one, and I was standing right next to a girl with a red undershirt. As long as your boss lets it happen there isn't much you can do about it.

If you're good enough friends with a girl there, coordinate with her to wear the exact same thing on the same day that would normally violate the dress code. When you get shit for it and she doesn't have her call them out on it. Hell having her point your "violation" will probably expose their double standards.

Well. If you really want to make a point, and don't need the job that badly, it might be fun to take pictures (you decide on how sneaky you want to be) and then the next week, wear the same exact outfit on the same exact day (like tuesday or whatever). When you get shit for it, sue.

It is a common issue, no one is going to tell a woman at work anything about their clothing for fear of lawsuit/no one likes conflict. You can wear short sleeve dress shirts(and look like a dickhead), or you can get a new job, or you can accept it as life's not fair.

Make notes of exactly who is wearing what for about a week.Keep the notes with dates.
Bring the correct clothing to work in a bag or the boot of your car. Also bring a camera.
Commit the same violations of the dress code as the women.
If your boss says anything about it, be polite and change into the regulation gear having first photographed yourself.
Photograph the ladies breaching the dress code.
Send photographs with a letter of complaint to HR.
Be prepared to make yourself unpopular with the ladies who might find themselves forced to adhere to the same dress code as you. no comments are made then

If they're good-looking, don't bring it up unless you're gay. If they're ugly, bring it up because no one wants to see ugly girls in skimpy clothing.
