She was referencing the Israelites not the Romans She's saying that if Jesus had been a woman and had tried to convince everyone that she was the daughter of god would they believe her or would they burn her immediately? If memory serves, the Romans killed Jesus, if such a person ever existed, because they saw him as a threat and he only became a threat because of an increasing group of his followers who were a threat to the average Israelite and the ruling elite.

If you think about it, if Jesus was just a guy and not a god it was probably his mother who was trying to gain power or at the very least escape persecution for being an unwed mother. Mothers and wives living vicariously through their sons and husbands to gain power happened before Jesus and still happens today. Only more recently have women been able to gain power in society without needing a surrogate. Men having power due to patrilineal land and other kinds of wealth distribution are factors that only recently became much less important. Which just leaves culture to catch up.

TL;DR: she was saying that the Israelites would have shunned or immediately killed a woman claiming to be related to god because they were a patrilineal society. Instead they waited until a man doing the same thing got enough power to become a threat.
